Safety Management System


ICAO develops an SMS Manual as guidance for all States to develop regulatory framework for implementation of SMS. ICAO is recommending that all States implement Safety Management System at operations and maintenance departments. All ICAO States are expected to establish a State Safety Programme to incorporate a set of rules and regulations for directing activities towards improvement of safety.
The purpose of SMS is to support a move away from regulatory that specify criteria that should be adhered to, towards performance-based regulations which describe objectives and allow each regulated entity to develop its own system for achieving the objectives. It is expected that an industry must develop its own policies and systems to reduce risk, which should include implementing systems for reporting and correcting shortcomings. Each SMS implementation will have its own customized set of layers that coordinate to create the safety culture of SMS. Each slice has holes that symbolize the potential for a safety hazard to go unnoticed, because the layer does not deal with that type of hazard, or due to human error. However, when these layers are unified by SMS principles, it becomes less likely that a hazard makes it through all the levels without being identified and mitigated.

Adapted to the respective needs of the various populations concerned, 3 training modules ( Awareness, Familiarization, Assistance to implementation in Maintenance) and a customized coaching for SMS implementation.
