Abstract

[Excerpt] As organizations continue to face mounting competitive pressures, they seek to do more with less and do it with better quality. As goals for sales volume, profits, innovation, and quality are raised, employment growth is often tightly controlled and in many cases, substantial cuts in employment have been made. To accomplish more with fewer employees calls for effective management of human resources. Typically, the employee compensation system, the focus of this chapter, plays a major role in efforts to manage human resources better.

An employee may view compensation as what is owed to him or her for work performed, while a manager may view pay as an expense. The factors involved include the economy, position requirements, minimum wage, and cost of living. ("Compensation & Benefits"). The economy in these times are extremely tough, it makes it hard to find a job or even keep a job without being laid off due to financial difficulties. In order to determine fair compensation for an employee, the position requirements must be considered. A job analysis would be perfect for this portion of the evaluation. It would be unfair to work in the hot sun all day, every day to only earn minimum wage ($7.25 in Alabama). I would be an upset employee to go into work with that kind of pay. Some jobs require more knowledge than others, whether it is book smart, or common sense. There are a lot of jobs that can train an employee, those jobs may be easier sometimes, and with those not so hard and not so complicated jobs the pay could get away with starting out lower, or simply minimum wage. The Army falls into the innovator category and this assessment is based on the fact that the system is quite complex and it shifts to mass customization. The Army also focuses on cyclic time in how they pay all employees. Meaning bi-monthly or once a month and also has generic job descriptions.
