L-3 Communications is a prime contractor in Command, Control, Communications, Intelligence, Surveillance and Reconnaissance (i.e. which we will call C3ISR) systems, aircraft modernization and maintenance, and government services. L-3 is also a leading provider of a broad range of electronic systems used on military and commercial platforms (L-3 communications; 2011). The company provides services to the U.S. Department of Defense and its prime contractors, U.S. Government intelligence agencies, the U.S. Department of Homeland Security, U.S. Department of State, U.S. Department of Justice, allied foreign governments, domestic and foreign commercial customers and select other U.S. federal, state and local government agencies. L-3 is broken down into multiple business segments ranging from to the U.S. government and C3ISR, Government services which consist of, cyber-security and intelligence, engineering and technical support, training, logistics and support services and commercial enterprises worldwide; which provide upgrading, retrofitting and resetting of fleets necessary to keep virtually any aircraft platform prepared for today’s threats; and Electronic Systems businesses that provide a broad range of products, including components, products, systems and subsystems, and related services to military and commercial customers in several niche markets. L-3 Communications was awarded a $25,683,928 cost-plus-award-fee and cost-plus-fixed-fee contract. This contract modification is for the Modernized User Equipment (MUE) completion effort (L-3 communication, 2011; 10k). This effort corrects MUE receiver card deficiencies that were identified during Functional Qualification Test, in order for the receiver cards to comply with contract requirements.
