Does highly qualified equate to highly effective?

As I reflect on the trends in our society as it relates to careers in education it appears that having passed a teaching exam in a particular subject area and obtaining a degree in a field related to that subject, solidifies your position as a highly qualified educator. According to the No Child Left Behind Act (2001) a highly qualified teacher is one that has a Bachelors degree, is certified by their respective state and proves that they know the subject they teach. To prove you know the subject you teach you must have a Bachelors degree in that area, coursework in the subject area that is equivalent to a major in the subject, or a graduate degree. However after working in the field of education and having the opportunity to observe hundreds of educators on varying levels and expertise, I have to question whether a highly qualified teacher is synonymous with highly effective? I do understand that this question can not be answered with a simple yes or no. But my true thought is whether this question should even exist. Is there any correlation to how much you know about a subject and how well you can teach it? Naturally you must have some familiarity with a subject to teach it but does one have to be an “expert”? Don’t get me wrong teachers should have credentials as listed above however I have found research that discusses the relationship of highly qualified teachers and student achievement. I don’t believe highly qualified is where we need to put our focus. The focus should be on highly effective. Yes before you can even teach you need to have your degree and certification but our push shouldn’t be on getting the teachers qualified but how we can make them highly effective? God has a wide variety of purposes for seasons of transition, but all are meant to prepare us for going higher in Him. One purpose for preparation is strengthening. At times God will allow us to become uncomfortable in transition because when we endure and press through difficulty, we get stronger. Another purpose isrefinement. God allows pressures to bring flaws to the surface in order to expose them and deal with them. Covey, I learned that I need to work on some things, if I want to be successful. I need to set specific goals because goals are what drive people to be successful. Covey talks about a “Paradigm Shift” and wants his readers to change their mindset. He proposes seven habits that effective people portray throughout their life and he wants everybody to pick these up in order to be more successful. The two habits that I am going to focus on are Habit 1: Be Proactive, and Habit 4: Think Win-Win. I want to focus on these two because when reading about these two, I feel that if I can improve these habits, I can bolster my mindset/life. I feel that everybody can be more proactive. This is Covey’s first habit. This habit discusses that your decisions are the primary factor for determining effectiveness in your life. You have to take responsibility for your choices and the consequences that follow your decisions. You choose if you are happy or sad.
